Part 4 describes what has been dubbed as 'Fortress British Columbia', the largest public security operation in the history of Canada.

The RCMP will coordinate the Vancouver 2010 Integrated Security Unit - 12,000 officers - composed of the Vancouver Police, Coast Guard, Border Patrol, and the armed forces to man the Olympic Venues. This includes 300 soldiers from Canada's special anti-terrorist unit, Joint Task Force 2, an Emergency Response Team, and the Crowd Control unit also known as the riot police. Security zones with authorized IDs for officials, athletes and local residents will be established, and monitored by closed circuit television surveillance systems that can detect motion as well.
